Paper, Fabric and Forge are Minecraft server software/loaders. ZimaOS, Ubuntu, Debian and Windows are operating systems that run them. Crafty, Pterodactyl and AMP are management panels.

ZimaOS#
ZimaOS is a lightweight NAS/home-server OS for generic x86-64 hardware with a web interface and Docker-based app store. Official installation documentation currently calls for UEFI, Secure Boot disabled, at least 25 GB of storage and a 4 GB or larger installer USB.
Limitations: it is an appliance-style, container-first system rather than a normal Debian/Ubuntu shell environment. Some generic Linux tutorials do not apply directly.
Ubuntu Server#
Ubuntu has a large community, long-term support releases and broad software documentation. It is excellent when the machine will run more than Minecraft or when you want standard Linux administration. Expect more terminal work and responsibility for services, firewalling and updates.

Debian#
Debian is stable, flexible and lightweight. It is a good base for Docker or a direct Java service, especially for administrators who value a conservative system and already understand Linux basics.

Windows#
Windows can run a Java server directly and may be easiest for someone who already knows it. Keep the host patched, configure the firewall narrowly, prevent unwanted sleep/restarts and use a separate non-admin service account where practical. A desktop you also game on is less predictable than a dedicated server.
Unraid and TrueNAS SCALE#
Both are storage-oriented platforms with web management, apps/containers and VM capabilities. They make sense when the machine is already a NAS. They are unnecessary complexity when Minecraft is its only job.
Proxmox VE#
Proxmox is a virtualization platform for running VMs and containers. It is useful when one physical machine must host isolated services, labs or multiple operating systems. For a single Minecraft server, it adds another layer to patch, back up and understand.
macOS#
macOS can run a Java server for testing or occasional use. A Mac that sleeps, travels or is someone’s daily computer is not an ideal 24/7 host. Keep game files separate and use the same backup/version discipline as any other OS.
No universal best#
Choose the OS you can update, secure, troubleshoot and restore. Small performance differences matter less than a host you understand and actually maintain.
